Who sees it: every agent, once an admin has switched on Enable Agent Recognition Tiers in the Agent Recognition Tiers Manager. It is on or off for the whole brokerage, never per person. Which tier you are in is worked out from your sales volume, not assigned by hand, so there is nothing for you to do.
The card lists the tiers with the agents who have reached each one, ordered by volume. A tier nobody has reached yet is shown with a count of zero rather than hidden, so the ladder above you stays visible. Switch to the Teams tab for the same view by team.
