Who can use it: administrators with the Website Settings capability, and Primary Admins. There is no separate marketing permission, so anyone who can reach the Communication & Resources tools can manage templates.

Enable Social Media Marketing for Agents is the whole of it. With the switch on, agents see the marketing tools in their sidebar and can use any template you have marked Enabled. With it off, the feature disappears for everybody and your templates are kept.
